How exactly are criminal and national security cases integrated pursuant to this new strategy? How is this strategy being implemented at FBI Headquarters and in the field? Response: In the past, inveshgators would have focused solely on either intelligence collectvon or criminal prosecution Recognizing that the long-term goa! of an intemational terrorism investigation is the development of mteligence regarding all aspects of the terrorist threat, the MCIS empowers fleld offices to ntlize a variety of means, ranging from non-crnminal measures fo prosecution, ta resolve a threat, but emphasizes the need to conduct intelbgence investigations m order ta fully identafy the nature and extent of the threat, its perpetrators, and hakages to terrorist groups However, because of their nature, mternahonal terronsm myestigations are nationally managed by CTD under the MCIS to ensure that field offices coordimate with the appropnate CTD operational, analytical, reports dissemination, arid operational support units dunmg the course of each stage of an invesiigation. 4. Does this strategy incorporate domestic terrorism and international terrorism cases? Respouse: The MCUS apphes only to International Tsrroriam unvestigations.
