{. Historically, there has been little in the way of formal career paths and development for both Special Agents and intelligence analysis who wished to spend their entire career working in the FBI's counterterrorism and counteriatelligence programs, What specific measures have been put inte place to establish formalintelligence career paths for Special Agents and intelligence analysts? Response: Analyst Career Tracks: The FBI has instituted an analyst career track that offers three different analyst career paths. After analysis reach a certam level of seniority (the GS-1f level), they are asked if ey are anterested in: {1} tunlding oe in a specific program area (suck as al Qaeda}: (2) gatame broader spertisé that will prepare them to work ina broader murmber of program areas, oF 3) working toward becomting a supervisor or manager un the Intelngence Program Trasung ant temporary assignments appropriate to a particular track are first offered to amabysts in that track. Special Agent Career Tracks’ Traditionally, the Bureau has reenuted, trained, rewarded, and promoted its agents for law enforcement work. This approach was adequate so long as the Bureau's oussian was percerved pnimanly as law enforcement. Now that intelleence work has assumed a central role in the FBI’s efforts to prevent terronsm, this approach is no longer adequate. Consequently, m March 2004 the FBL established anew career path for Special Agents designed with three objectives. Furst, the caresr path will give all FEI Agents expenence with itslhgence and analysis, Second, the career path will provide an opportunity to develop specialized skills, experiénce, and aptitudes im one of four priority areas: (1) intelligence, (2) CT/CE (3) evber, or (4) ermunal. Third, xt will make inteligence expertise and experience prerequisites for elevation to senior supervisory tanks. This plan will produce a cadre of Special Agents who are oroficient in the processes of mtelhgence collection, but who also have the law enforcement shalls and knowledge necessary to take advantage of our integrated operational appruach, 2. How many intelligence analytical personnel serve ia the Senior Executive Service at the FBI? Response: The FRI has three Senor Executive Service positions classified mm the 0132 series. We are developing formal mechanisms to prepare analyte personnel for entry mto senior positions and working to create additional executive positions, both management and technical, to lead the FBI's Intelhgence program.
