1. In testimony before the Congress, the Director stated that the FBI has centralized management of counterterrorism and counteriatelligence programs. Presumably, FBI Headquarters bas long exercised managerial control ever cases opened, for the most part, out ofthe PRI's 56 field offices (the Office of Origin concept). Specifically, how has the new centralization injdative changed Headquarters oversight, Influence over, and Interest in counterterrorism and counterintelligence cases and operations? Does the Office of Grigin concept remain in place? The centralization of the F's national security programs applies more to program management than io individual case management. As discussed further below, oversight of dividual cases by FBINQ has been and is still generally reserved for complex investigations that rely on multiple FRE Divisions or multiple agencies, utilize sophisticated unvestigative techniques (requiring igh level authorities), are highly sensitive or high profile, or require FISA authority or a Title I court order.
