gain might be derived therefrom. We could, ourselves, be put into some-
what of a bargaining position insofar as time, place, etc., of sucha
meeting iS Concerned—Generally_speaking, the subjects would feel they
had-the upper hand so long as they had the victim, but if-we-could-get—__
involved in certain negotiations it Would surely- give us, if nothing else,
time and possibly moreinformation concerning their intentions, identities, ~
etc, Stalling for time should be a major factor on our part in dealing
with the subjects in these type situations.
If there is an actual assault during such a confrontation,’ we
are going to have to respond positively. If the victim is present or his
whereabouts is still unknown, there is always the possibility of his being
harmed, We will have to decide whether to forcibly attempt to recover
victim at that time in view of the subjects’ overt actions, The victim’s
parents must be consulted but we must consider what the point will be
beyond which we can no longer be bound by what they say insofar as our
’ actions are concerned. This could be comparable to the airline hijacking |
situation where we will take no action to abort such a hijacking without the
prior agreement of the command pilot and airline except in those instances
' where there is a dire threat to our national security or circumstances of
an extremely critical nature where we are unable to communicate with the.
pilot or airline company in order to reach a decision. Perhaps an Agent
might have been killed on the scene and we, therefore, feel we are more.
justified to terminate the incident then and end the risk of further blood- -
shed even if in the process the victim is harmed. Such a violent incident
on the part of the subjects would, undoubtedly, give us greater insight as
to their intent concerning their ultimate safe return of the victim. Under
these circumstances we might be more Justified in ultimately not being
swayed by the wishes. of the ‘Barents \ where there are potentially many other
lives which might be lost.
The subjects might attempt to draw a prominent person out
into "the open" for some public appearance in an effort to more easily
carry out an assassination attempt. If such a demand is received and the:.
person desires to follow through with it, again extreme protective measure:
should be promptly taken to guard against such a possible attack. . 2
In any such demand made of a nonvictin, we must always
_ consider the possibility that harm to this individual might be the ultimate |.
goal of the subjects. In this regard we should insure that he is kept fully —
aware of all the factors involved and that he, himself, intelligenti¥ makes
the final decision whether to comply with such a demand. .
