Also, information from original victim regarding kidnapers, their identity, hideaway, vehicles, etc., could be instrumental in plan to free the second hostage and successful conclusion of case, b. Some measure of public pressure would be removed. If _ _° Bureau had to take more active measures against kidnapers which might ' result in danger to the hostage in order to prevent other threats to human life, public opinion would probably be that the Bureau official being held as: hostage would have realized that this might occur prior to his volunteering to the substitution. c. A Bureau official could perhaps offer some help from within that an ordinary victim could not, especially if there were prearranged ' contingency-type plans.
