Even though it is believed undesirable to exchange a Bureau official for a victim, it is felt that the following possible advantages to . such a position should be mentioned: a. Bureau would have more control over the case. While safety of Bureau official would be paramount as with original victim, there would be less pressure on part of original victim's family and it would prevent victim's family from possibly withholding information from the . Bureau. Also, information from original victim regarding kidnapers, their identity, hideaway, vehicles, etc., could be instrumental in plan to free the second hostage and successful conclusion of case, b. Some measure of public pressure would be removed. If _ _° Bureau had to take more active measures against kidnapers which might ' result in danger to the hostage in order to prevent other threats to human life, public opinion would probably be that the Bureau official being held as: hostage would have realized that this might occur prior to his volunteering to the substitution. c. A Bureau official could perhaps offer some help from within that an ordinary victim could not, especially if there were prearranged ' contingency-type plans. Bureau official also if released safely would make _ better witness as orginal victim or “original victim's family may decide . _ not to testify. . d. Kidnapers may be less inclined to kill Bureau official] than original victim. This would be possible as a result of the belief of some. individuals that once you kill a cop all cops of the world go all out with no > holds* barred for revenge. — . Sele The following disadvantages, however, result in the belief that’. we should recommend against exchanging a Bureau official fora kidna ped victim or political hostage: . a. We would be setting a precedent of acceding to kidnapers - or terrorists demands. BO -B-
