C. HOSTAGE SITUATION | The kidnapers have made a point of claiming victim is a prisoner of war. For any number-of-reasons, subjects could decide to release victim-in- trade for another hostage or hostages. They could ~~ also conduct additional raids to acquire more prisonérs and thus achieve —__ broader leverage. What should be our reaction and/or recommendation if: 1. Subjects offer to trade victim for Bureau official. 2. Subjects offer to trade victim for another Federal Government official. 3. Subjects Offer to trade victim for a State official. 4. Subjects offer to trade victim for another member of the Hearst family. 5. Subjects offer to trade victim for a prominent individual from the private sector. 6. Subjects demand a foreign diplomat or representative of a foreign power in exchange for victim. 7. Other raids occur attributable to subjects in which . additional victims are captured and held. "Should we continue our present low-key posture if such a - pattern develops? Do we reach a point when those already kidnaped must be considered expendable to prevent the kidnaping of additional victims or to prevent other threats to human life? COMMENTARY Although there may. be circumstances which might cause us to consider the trade of a Bureau official for a kidnaped victim; itis believed that this would generally not be very wise or desirable. To exchange a Bureau official for a victim would offer more disadvantages -%7-
