Up to what point will additional demands be considered ? . ro aeenea eel If a victim’s family is in a position to obtain the unusual ransom -— demand without assistance from Federal or State Government and such demand does not result in danger to another individual or represent a threat to our form of government or the economic condition of our govern- ment, it is felt the Bureau should make no recommendation or comment, If the unusual ransom demand does involve one of the areas “mentioned above, it seems it would be incumbent upon the Bureau to make a recommendation against such action as our responsibilities are to uphold and enforce the law, not bend or change in any form the law. If sucha demand called for non enforcement of laws, etc., it is believed the Director of the FBI could not lawfully accede to a demand unless so ordered by the Attorney General of the United States or the President of the United States. . It would appear’ that this Bureau should not become involved in assisting in obtaining the ransom demand whether that demand would involve the breaking of a law or not. B. ASSASSINATION MISSION Subjects could use victim as cover for an assassination mission. What would the Bureau's reation and/or recommendation be if: 1. Subjects demand confrontation with Bureau officials. 2. Subjects demand confrontation with other Federal Government officials. 3. Subjects demand confrontation with State officials, 4. Subjects demand confrontation with another member —_ | of the Hearst family. | a 3. Subjects demand confrontation with a prominent ,°°- individual from: the private sector. 3 -6.. Subjects demand confrontation and make specific demands of a foreign diplomat or representative of 2 “oreign power in exchange for victim. -
