which are bound to arise in any major criminal case. Since the subjects’
conduct in this case obviously does not follow the usual criminal pattern,
the committee has considered hypothetical possibilities which may
conceivably confront the Bureau although admittedly the possibilities
in some instances may seem remote. The problems set fortharein. |

A. UNUSUAL RANSOM DEMANDS
The kidnapers have already made one unusual ransom »
demand -- food for the poor. What would be the FBI's recommendation
and/or reaction if they demanded other forms of ransom such as:
1. Gold
2. Valuable gems
3. Valuable artifacts
4. Weapons or explosives
5. Government policy considerations such as changes
in low-cost Government housing, non enforcement of _
laws involving marijuana or other drugs, special *
meetings of legislature to enact legislation kidnapers
feel desirable and so forth.
