COMMENTARY
Unusual ransom demands could logically be divided into demands’
that could be met and those that could not be met without violation of
current laws or regulations. It should also be considered that although
some demands, while not. illegal, could not be met because the item or
material was not accessible as the "Crown Jewels."
Can gold, valuable gems, or artifacts be obtained by victim's |
family? Are possession or transportation of such items in violation of
existing laws? Does the family have the means to obtain such items?
Should the Bureau assist in locating the items? Should we take part in
any negotations to acquire them ? Might the items be destroyed by
kidnapers as a gesture? Could copies of the items be substituted? How
_ might some of the items be marked, i.e. gold could be recast?
Should the Bureau ever take part in helping to obtain or
distribute any illegal item such as weapons, explosives, chemicals, .
drugs, or narcotics? It is illegal to possess military explosives outside
a military base. Federal laws require a Federal license to purchase |
munitions, Interstate Commerce Commission rules regulate. transportation,
and storage of explosive devices. Local laws and regulations may control -
purchase, possession, storage, use, and disposal of such devices.
