Re: WAYNE BERTRAM WILLIAMS
with, Nova Entertainment Corporation. Williams denied stopping on
the bridge, denied driving slowly on the bridge, denied throwing
anything off the bridge, and advised there were two other vehicles
on the bridge at the same time his vehicle was.
During this questioning Williams was asked if he would
allow his car to be searched, and Williams gave his permission for
the search. At that time SA Gimp »: =: a flashlight, saw
two cardboard boxes and a bedsprea white with black and green
design), and two brown grocery bags. Williams claimed the bags
contained clothes that were both his and his mother's.
Shortly after Williams’ vehicle was stopped, SA F
arrived at the scene and began to interview Williams.

of additional people SA returned to the bridge, picked
up APD recruit returned him to the scene to identify
the c d advised, "That's the car." Subsequent to OC

the vehicle, with each taking one side of the vehicle to conduct
the search. Items found during the search included men's clothing,
as previously reported, and ladies' clothing, appearing to be that of
a woman whose build was heavy and short.
While the search was_occurrin s; left the area
to telephonically contact SA in o determine
course of action should be taken regarding Williams. SA
has the specific recollection of that conversation with 5
and he based his decision to release Williams on the following facts:
No one had seen Williams' vehicle stop on the bridge; no one had
seen the suspect get out of the vehicle; suspect Williams was
completely cooperative; nobody was seen; there was no indication
that the suspect was other than that of a passerby; and an element of
uncertainty existed as to the keenness of the observation of APD
recruit j some had only been recruits for several days. Also,
Captain ae APD SWAT Coordinator, was on the scene and saw no
reason or indication to further hold Williams for questioning.
It is the opinion of the Criminal Investigative Division
and SAC, Atlanta, that the incident which occurred during the
early morning hours of 5/22/81 concerning the stopping of then
suspect Williams was handled in an appropriate and correct manner.
The events leading to the stopping of the suspect's vehicle and
the decision made that no further action regarding then suspect
