Memorandum from W. R. Gilbert to Mr. Monroe Re: WAYNE BERTRAM WILLIAMS included the Section Chief and Unit Chief of the Personal Crimes Unit, traveled to Atlanta on 6/16/81 and returned the morning of 6/18/81 with SAC, Atlanta, the acting U. S. Attorney (USA), and Assistant USA to consult with the Department of Justice concerning the prosecution of this matter. During the weekend of 6/12-14/81 Lee Brown, Public Safety Commissioner in Atlanta, criticized the FBI for the handling of the bridge incident, with Brown specifically stating that the FBI had mishandled the bridge incident. SAC Glover indicated that as the public safety commissioner has responsibility for fire, police, and general safety, Lee Brown is not the most knowledgeable individual concerning captioned investigation. The only specific knowledge he has of the investigation has been obtained through Deputy Chief Redding or SAC Glover. Therefore, the statements made by Lee Brown were based not necessarily on full knowledge of all the circumstances surrounding the bridge incident. Before the bridge surveillance was instituted, an operational memo was provided by the Atlanta Division FBI to the APD outlining the general framework for each surveillance team and listing an APD officer as the team leader with the FBI Special Agent as the surveillance coordinator. This investigative technique was under the direct control of Major Holley, APD.
