Re: WAYNE BERTRAM WILLIAMS
Williams were based on the valid set of facts, and neither the
FBI nor APD representatives on the scene at that time had
justifiable reason to take further action regarding Williams.
It is noted that subsequent to the incident, Deputy Chief Reddin
had indicated to SAC, Atlanta, that the reason for Captain as
being on the scene was that he was the most experienced officer,
as SWAT Coordinator, to evaluate circumstances which might occur
pursuant to the bridge surveillance. The experience level of
both the FBI and APD personnel on the scene and in the Atlanta
FBI Office was more than adequate to evaluate the situation,
and an appropriate decision was made at that time.
