_ PURPOSE: To respond to Judge Webster's inquiry of 6/15/81 concerning
the stopping of then suspect Williams at the James-Jackson Bridge
on 5/22/81.

DETAILS: During the early part of May, 1981, the Atlanta Office
decided to pursue the investigative technique of surveilling
selected bridges along the Chattahoochee River since six of the
eight last victims had been discovered in the river. The Atlanta
Police Department (APD) was approached regarding this investigative, /U.
technique, and Morris Redding, Deputy Chief in charge of the Atlanta | 4
Task Force, was asked to provide manpower to implement this bridge! !

Redding indicated that the only manpower available was
to be obtained from the training class of police recruits, and,
ultimately, the bridge surveillance was implemented using two
police recruits, one FBI Agent, and one APD officer for each bridge.
