traitng courses are being revised and unproved In the current basic intelligence

revealed consistent student satisfachon with the traimmg they recerved
Level 2 evaluahons, Le., learning impact ag a result of the traming, are premarily
conducted via the practical apohcation oflearmng through class exercises,
Students participate in murmerons group exercises which provide them with
opportumibes to apply the knowledge ney have gained to real worid situations.
This level afevaluation is also being expanded dunng PY 2004 to incinde a
comprehensive final exam at the conclusion of the six-week BLA course.
‘The College has not had an opportunity to apply evaluations at Level 3 (behavior)
or Level 4 (retum to FBD) because of the evolution of intelligence analysis
processes within the FRI itssli However, the College anticipates being able to
implement thest two levels of evaluation n FY 2005 with the benefit of Ol's
CONOPS and supporting policies and procedures and the development of the
expanded basic analyst course (ACES [}.

Numerous General Accounting Office and Department of Justice - Office of Inspector
General studies have critiqued the lack of an overall enterprise architecture for the changes
