Communist Party. BROWDER stated he had never heard of and that he did
not personally know of the existence of any such initials and felt they -
bad no significance. (The initials referred to here were stressed by
Mr. BUDENZ in his testimony as being the identification of the author -
on any particular matter explained on the onionskin sheets).
| BROWDER at this point stated that he would like to nention
that in 1942, as far as the United States Government was concerned,
there was a change in policy towards Communist Chine. He ssid that
this OVERS was announced to him by the then Under-Secretary of State,
Mr. S' « He said that WELLES invited him to the State Depart-/—
merit and tl his appearance there was a matter of record, that the Press ..
was aware of the conference he had with WELLES. He stated that thie .

asked if he knew if Mr. JAFFE was a member of the Conmunist Party.
replied ~ I accepted him as a friend; I did not know that he wag in the
Commmist Party. Mr. MORGAN then stated that both JAFFE and FIELD ha
been referred to previously by testimony given before the Committee as
being members of an espionage ring. He asked BROWDER if he knew wheth
or not either or both of these men were engaged in any espionage ring. |
BROWDER replied that to the best of his knowledge and belief, they had
never been so engaged. ; x
BROWDER was next asked ir he imew WILLIAM W. pcKwooD.
stated he did not. He did mention that he knew CARTER and he said /
that BOWARD CARTER and he, BROWDER, had a conmon objective. CARTE, he |
eaid, was with the Russian War Relief and it was my duty to sce that |
every Comminist gave it every assistance.
BROWDER was asked if he knew various individuala who were
connected with the Editorial Board of the publication which was
sponsored by the Inetitute of Pacific Relations; namely, BENJAMIN KISm,
KAY MITCHELL, ET MOORE, and ANNA LOUISE STRONG. Of these, he mentioned
knowing ANNA 1001s STRONG and stated he has known her for a period of
thirty years.
