At 10:40 A. M., Senator TYDINGS swore in Mr. EARL
Mr. BROWDER stated he resided at 7 Highland Place, Yonkers,
BROWDER stated he was fifty-eight years of age and unexployed,
questioning of Mr. BROWDER was then turned over to the Counsel for the
Committee, Mr. MORGAN.
Mr. MORGANts first question concerning inquiry of Mr. BROWDER
if he were present st a meeting which was held in New York City and which 4
was attended by CHTENBERG and other members of the Communist Party.
Mr. BROWDER replied that he could not tell exactly what meetirig ws being
referred to and accordingly he could not answer. He then added in 1937,
he was General Secretary of the Comminist Party. Mr. MORGAN then asked .
if at a meeting in October 1937, there was any determination taken on the
of the Party relative to the United Statest stand concerning the Chinese
problex. BROWDER answered this query by stating that in 1937, great
events were taking place in China. He then remarked in 1927 he was in
China in connection with the Workers Day Meeting, and spent several
there in latter 1927 and during 1928. He stated he had great interest
in China and he presumed that in the October 1937 Meeting of the Communist
Party in New York the Chinese problem was discussed. It was impo

poliey of the Communist Party wherein Commnists in China were to
pictured in a new role. BROWER replied that he had not, that he r
no such policy or action on the part of the Communist Party. He then
added that the Communist Party attempted to portray the Chinese Communist
and represent them as the fighting section of the Chinese people. Mr. MO
asked if at that time, it war decided that the Chinese Commnists were to
be referred to as the Werth Dakota Non-Partiaan Leaders. BROWDER replied
that that was not tru that such an assertion was ridiculous.

Party, it wee his responsibility to project a policy in respect to China
wherein the Communists of the United States should attempt to influence
United States policy relative to its position concerning China. BROWDER
indicated that it was the policy of the Communist Party jn the United
