To: All FBIHQ 5: Mons From: Baltimore Re: 306-BA-102679, 10/28/2002 b6 DOB: bic FBI #: Malvo was arrested in December 2001, in Bellingham, Washington, and was released pending an INS hearing scheduled for November 2002. Malvo was a reported runaway from Florida and had been staying in shelters. He had been in the company of an individual pretending to be his father, John Allen Muhammad. Muhammad was a resident of Tacoma, Washington, who had gone through a domestic dispute over child custody issues with his wife. Background checks into Muhammad determined he had claimed to have 15 years Army Special Forces experience. It was also ascertained that in November 2001, a female took Muhammad in a vehicle to a house where Muhammad discussed making modifications to a high-powered rifle, fitting a silencer, and adding a collapsible stock. He stated that he wanted to have one to go shooting with his son (Malvo). Muhammad is described as follows: John A. Williams, aka John A. Muhammad Black male Jamaican DOB: 12/31/60 Financial investigation into the Visa credit card number provided on the demand letter determined the o e Visa card to be [L_——L J a Greyhound bus driver. reported to Bank of America that her purse had been stolen on a Greyhound bus trip, between Nogales and Phoenix, AZ on 3/25/2002. Investigation has determined that both Malvo and Muhammad have traveled numerous times utilizing Greyhound bus. Trips include Malvo's escape from Florida to Washington, a trip between Los Angeles, CA and Tucson, AZ using the names of John Muhammad and Lee Muhammad, which departed Los Angeles on March 11, a possibly the trip between Tucson and Phoenix, wherein was the driver. The only transaction reported on the stolen Visa card was a $12.01 gas purchase at a Texaco gas station in Tacoma, Washington, the area in which Malvo and Muhammad were residing at the time. On 10/18/2002, a caller contacted the Seattle Division, Tacoma RA, and advised that John A. Williams, aka John A. Muhammad, maybe the "sniper." The caller stated he had served in the U.S. Army at Fort Lewis, Washington, with Muhammad. Muhammad was in the Tacoma area three months ago with an unknown black male he referred to as his son and also by the nickname "Sniper." The caller further stated Muhammad possessed an M-16 rifle with a scope and went through a bitter divorce with his wife, who was 3 bé bic
