now residing in the Washington, D. C., area. Investigation
determinéd that Muhammad's ex-wife was, in fact, in the D. C.
area, residing in Clinton, Maryland.
Based upon the above information and scenarios, a
federal material witness warrant was obtained for Malvo, based
upon the Montgomery, Alabama, shootings. ATF in turn obtained a
federal firearms violation warrant for Muhammad. Both of these
warrants were signed in the early evening hours of 10/23/02.
Investigators immediately began a search for the subjects and to
obtain information which would place them in the D. C. area at
the time of the shootings.
An off-line search ascertained that on 10/8/02,
Muhammad was stopped by the Baltimore City Police while he was
sleeping in a vehicle. The report stated Muhammad had a valid
Washington State driver's license. The vehicle had New Jersey
state license plate NDA-21% and was registered to:
John Muhammad
1400 Sheridan Street
Camden, New Jersey
The vehicle was described as a 1990 Chevrolet Caprice,
blue in color. Philadelphia Division agents were immediately
dispatched and sent to surveill the above address.
A search of the Montgomery County Police
persons/vehicle stop system determined the vehicle was stopped on
10/2/02 at 10:53 a.m. in Montgomery County, Maryland.
The media in the area had received various aspects of
the investigation into Muhammad and Malvo. Based upon all the
inquiries, a press conference was held at 11:45 p.m. on 10/23/02
to display photographs of the subjects, the charges pending, and
a description of the blue Chevrolet Caprice with New Jersey
license plates.
The tipline immediately began receiving calls from
citizens who had observed the subjects and the vehicle in the
D. C. area, one of whom had seen them in a vehicle on Connecticut
Avenue a few hours subsequent to the 6:00 a.m., 10/22/02,
shooting just off Connecticut Avenue.
On 10/24/02 at 1:00 a.m., a caller dialed 911 and
advised he had observed the vehicle at a rest area eleven miles
west of Frederick, Maryland. The caller stated the vehicle was
occupied two times and it appeared both individuals were asleep.
