therewith had been indexed in the beginning, but due to the pressure
of other work this index had been suspended about siz months ago.
Work is now progressing upon the complete indexing of thia file
in order that proper reference may be mde to all reports contained
thereins —~
The number of leads which have been set out for thia
office and other offices have been extremely numerous. In the past
it has been difficult to keep track of these leads. In order to
obviate this situation there has been commenced a tickler system
- an which a detailed account of leads, both in thia diatrict and
outsidé, will be kept.
Some time past I called the attention of the Division to
the fact that apparently the file of the Kansas City Office on the
Massacre case is not complete, due to the fact that various Field
Offices communicated with the Division without furnishing thig office
with copies of the correspondence. I consider it imperative in the
conduct of future investigation and in the compilation of evidence
that the Kansas City file contain copies of all communications and
ail memoranda conteined in every Pield Office in the United Statea.
The Division's attention is directed to the fact that the indiotment
outstanding charges Conspiracy. The association of any of the
defendants in any manner whatacever is competent evidence. It is
quite possible that memoranda in various files in Field Offices in
the United States contain evidence not now available to the office
of prosecution.
In connection with the furnishing of this office with
copies of all communications in connection with thie case, I believe
it would de advisable for other Field Offices that have instituted
prosecution against any person for the harboring of any Fugitive
in this case should keep this office fully advieed in report form,.
or otherwise, regarding those prosecutions. An inapestion of the
files of this office reflects thet this has not been the procedure
in the past.
Recently a communication haa been directed fron this,
office to the Division suggesting the possibility of having Vi Miller
placed in the same penitentiary with KethrynjKelley. Some Agent
. of the Division, probably agent Andersen, should interview Kathryn
Felley prior thereto to determine whether she would be in accord
