In order to avoid any discussion of the evidence, I informed Kr, Balsban that I had only assumed charze of the office shortly prior thereto and was not entirely femiliar with the evidence. I indicated to him, however, thet the Government was principally interested in the actual rurderers, end that the Government would probably be kindly disposed towards Stacci, in the event, he would talk freely regarding his partici- pition in the case, and his knowledge of the persons rho rere in- volved. Later the same day, Mr. Balaban returned to the office with Michael\stacci, a brother of the defendant. At this time, Mr. Ealaban insforred the trother that he had always found that it was well to deal fairly rith the Covernment, and that he thourht louis Stacci should inform the Division Azents of his entire par- ticipation in the matter. He indicated a willinmess to cooper- ate. However, the Chicago office may be more fully advised as to the character and activities of Mr, Falaban. . Lr. Ealatan and defendant Etacci's trother both indicated thet after they returned to Chicago that Stacci rould be willing to appear before agents of this Division and divulge certain information. Stacei, himself, curing our conferences at the jail indicated that he desired to tailk to me personally. Of course, the matter may te handled ty other agents of the Division. On the other hand, I msy have created a favorable impression on Stacci, which would afford a better opportunity for me to secure information from him than some other Agent of the Division tho has not dealt rith him in a favoratie licht before. In the event that Stacei or his attorney indicate a desire to make some statement, it is requested that this office be advised immediately by telezhone by the Chicago office.
