DA -FROBS’, FRAG Vang ing E, Tysse SUBJECT: Comnercicl Cables, Foreign Police Conaliesions 3 You will recall that as part of the volice cooperation program the Bureau hae ocension to send urgent cables to the International Crininal Police Comilesion in Paris, Fronce in answer to inouiries from that organization. Previously, such wires were handled by the special 176 radio circuit which has gince been discontinued, At present it is the practice of the Bureau to send euch wiree to the above police organization by commercial cable in open text whea an expedite answer by cable is reoucsted by the I10PC. If cable reply is not epecificalily requcsted, euch inquiries are answered by eir mail, All exdles to foreign souniries are sent directly to the police comaiesions in clear text in foretea countries where the Burcau does not have a Legnl Attache assigned, In other countries, with the exception of France, all police linicon matters are handled through the Legal Attache, However, | cables to the police commission in Paris are sent directly in an open text and gre charged at full rate by the comacrcisl companies, For exnanple: Reference is made to Burenu cable to INTERPOL, PAHIS dated May 23, 1949, treneaitting information regarding one OBSHLANDER. Cable _ {4 a ansnrowvinsntalg¢ z char,;es for tho above wire were $40.50 (143 words at aporoxinately 287 per word) It has been estianted by the writer that if this sone wire had been put into Bureau Code and sent to the Legal Attache, Paris. at the code rate, charges on this same cable would have becn no more than $20.00 (12¢ per word). It % renlized by the writer that there are two factora which should be given full consideration in the weiching of this suggestion: (1) Coding of ‘such wires would entail extra work on the part of the Legal Attache in Paris and at the Bureau; and (2) The poereibility exists that the ICPC would use the enic nethol of sending their inouiries to the Bureau through the Legal Attache, in which cese the Eureau would be paying for cable service both ways.
