2. A letter from the Bureau to the Legal. Attache at Paris, date
3. A menorandum from Mr. L. R. McCoy to Hr. Nichols, dated 6/27/49.
Mr. Tolson attached a routing slip inquiring if the suggestions
contained in the attached material are okay.
_ This matter has becn studied by Mr. K. R. MeIntire/and Mr. Nathan L.
Ferris of the Security Division, who is in charge of the Foreign Service Desk
- which handles substantially o11 ef the cablegrans which are trananitted to the —
Internitional Criminal Police Commission in Paris, France. Messrs. Ferris and
MoIntire are opposed to the suggestion that all Bureau cableprams to the ICPC
in Pnris be encoded and transmitted to the Legal Attache for decoding and personal
transnission to the approprinto officials of the ICPC.
This opposition is based upon the following:
1. There will be instances in the future when Hr. Noover will wish
to conmmicate directly with the officinls of ICPC in Paris
without going through an intermediary, such as cur Legal Attache.
2. There have been in the past, and wmdoubtodly will be in the future,
dnstonces involving criminal matters in which time is of the
essonce. In tho past the Bureau has received inquiries for crininal
data conceaming international eriminals and hns fomd it highly
advisable to send a cablegran directly to the ICPC via open message
by commnoreial facilities, - Had wo utilized the code and the
sorvices of the Legal Attache, there would have been a loss in
time which would have shorm an improper appreciation of the
importance of the eriminal matter in which the ICPC was interested,
It is tho feeling of Messrs. Ferris and McIntire that we should
not be bound by eny inflexible rules 4n our cablegram correspondence
with ICPrC. y /
