Tnoro are instances when, as a matter of cooperation, he would desire to. honor such requests by the proper officials of the ICPC. , We have no intention that Mr. Telford would abuso the privilege. of utilising the Bureau's code system in trananitting innumerable mesyages to Washington on behalf of tho ICPC.
