For several year's the International Criminal Police Comission has
supmitted wanted notices, both with and without fingerprints, similar in purposes
to the Burcauts Jdentification Orders. ‘At the present time approximately twenty
or thirty such notices are being received monthly. In the past these notices when
received at the Foreign Liaison Desk from the ICPC were routed to the Identification
Division for whatever action was deemed desirable.
Under recent instructions this system has now been changed so that these |
notices are referred to the Foreign Liaison Desk for information as to whether or
not the circulars should be placed in the Identification Division files.

of specific requests. This proceduie has been found advisable in view of the
"fact, that cancellations of such printed wanted notices are not always transmitted
to the Bureau and, as a result, if those notices were to be placed on file, the
Identification Division records would contain a great many obsolete wanted
notations, It is believed that the same conditions pertain to the. wanted
circulars received from the ICPC and, therefore, those circulars should be

handled on the same basis as other foreign circulars.
II. Specific Requests for Information ‘and for the Placement of Wanted Notices
Many of the requests received from the ICPC for information or
‘specifically requestin; the placement of wanted notices are received by letter
or by cablezram. In the event these requests refer only to information from the
Identification Division, such requests are presently handled by that division oe
without reference to the Foreign Liaison Desk. In the event the request is for

‘Identification records in order that a complete check can be made of the Bureauts
