Memorandum Bates to Gebhardt Re: HEARNAP; FALSE IDENTITIES SURVEY: ° A survey designed to detect any individual who applied for a U. S. passport under false pretenses since the SLA shootout (5/17/74) is well underway with the full cooperation of the State Department. State has requested strict confidentiality in this matter. We continue to review all applicants for the State of California driver's license between the ages of 18 - 35 who have refused to submit to that state's thumb print require- ment. Photographs of these individuals are compared with the remaining SLA fugitives. This program was pointed out to all - Field Offices 9/26/74, for possible nationwide implementation. Our Identification Division is searching known SLA fugitives' latents with all unidentified latents received in unknown subject cases as well as screening all incoming fingerprint cards received by special desks in that Division. FRAUDULENT TELEPHONE CREDIT CARDS: Survey efforts continue to determine if known SLA sympathizers or individuals contacting them by telephone have used fraudulent credit cards. This is done by comparing the identifying telephone information available regarding SLA sympathizers with information recorded by Pacific Telephone and General Telephone, both of California, pertaining to illegal credit card calls.
