Civil Service Commtsston, Tes report may at te transferred to encsher agency without prior epprovel of the Commission, and it may be recalled at eny tins, a to me and everyone else in the neighborhood has visited his family two or three times in the last five or six years. Ke visited them only this often because he is a Marine who I understand has retired from the military service and now wants to begin o new career. My association with him has becn as ‘ @ casual neighbor and I talk to him when ever I see him. He asked me one time if I could put points in his stationwagon but I recommended that he go to & garage. ; is a friendly person to talk to and he seems mature. Because of hb6 Per BOC experience as a Marine, I am sure that he has had to adjust to many b7C Per BoC situations of which I am not aware. However, because he gives me a sense of well being and“courfidence in ‘his ability to handle emergency and stress situations without becoming emotionally upset, I would trust his judgment. To my knowledge, he gets along-well with everyone he comes into contact with although my contact has been very limited and casual. I know of nothing unfavorable regarding his personal habits, attitudes, regarding our culture or Governnent. I have no reason to question his loyalty at all to our Government. However, because my knowledge of him has been so casual, XJ have not really been a close personal confident off I do not feel that I can offer any specific information or recamendation on his ability to bandle emergency situations or his ability to progress in his job situation. I have also never had an opportunity to test his judguent, tact, or discretion. I do not feel. that I could comment on his ability to write or give reports. I could recomnend him on a general basis for a sénsitive ‘situation within our Government because he has done nothing " of an unfavorable nature nor did he have any undesirable habits to ny ‘knowledge. ‘ b6 Per BOC ' know ¢ Lily who live next door to me. However, I do notbé Per Boc because he has been away in the military and jb7C Per Boc recen retired. I have seen him a couple of times since his retirement , at the end of 1970 to the present but I have not said anything to him nor have I had any contact at all on any level with hin. The family seems to be a very stable one ‘and the chiléren,|___ks weljb6 Per BOC his brother and sister, seem to be responsible people as I have never b7C Per BOC anything ‘unfavorable regarding their conduct, attitudes, or bebavior. However, because my knowledge is so casual of him, I know of nothing at all about his personal habits or attitudes, I do not feeL qualified to recommend him for any position. Freverty of U.S. Cit!
