—re a TON AT 97-106 4 the Libyans gave each of the guests a white envelope which contained Libyan currency for their use in Libya. LEANZA Stated his envelope contained $300; however, he did not know how much CARTER or the other guests received. LEANZA Stated that during their stay, they went to numerous banquets and that at one such affair BILLY CARTER gave a speech promis- ing the Libyans the return of the Lockheed aircraft and also to do everything in his Power to open up the Arab-Libyan relations with the United States, LEANZA did not personally know if CARTER had anything to do with the release of the aircraft by the United States, but he stated that the plane was released several days later. LEANZA went on to say that it was rumored that CARTER promised some other things to the Libyans but these Promises were not made in front of him. In addition, LEANZA stated that Senator HUDGINS and TOM JORDAN were in a continual battle to outdo one another to impress the Libyans and RANDY COLEMAN, CARTER's aide, . spent some of his time keeping them apart. LEANZA. described JORDAN as acting like a “monkey" and HUDGINS as a “better man." LEANZA stated that SHALOUF wanted to buy him a gift on the trip which he refused. He stated however, BILLY CARTER was given a silver mounted saddle and a gold one to give to his brother, the President. The gold saddle, according to LEANZA, was lost for a period of time during the trip and this caused a great deal of excitement. fhe Saddle was eventually located, however. LEANZA did not know if it was delivered to the President. He also stated that BILLY CARTER and his friend, RANDY COLEMAN, were drunk during the entire stay in Tripoli and it appeared to him that some of the Libyans were disgusted with their manner of behavior. LEANZA pointed out that SHALOUPF brought cases of whiskey to Tripoli from Rome.
