It is hoped that student government organisations participating in ,ths Foreign Studsnt Leadership Project will carry on their ow foroign student leader programs after tho NS\-sponsored Project terminates. For those grdups thich de carry on, tho Stanford experiencs is particularly relevant because local campuses will have to assum3 many admin>- istrative responsibilities which are now managed by NSA. But while each prograp will have to grow cut of local conditions, students wanting to organize a foreign scholarship project may have to take certain steps to cope with technical problem. ; Some of these initial steps will te suggested here, and some comments will be made : about the difficulties likely te arisa during the administration of any foreign : scholarship project. : it £ f i: ? i ¢ r ty The first step in tho inttdotion of ¢ new program te to consider ite goals carefully. In tho NS Project, tho goal of training fer leadership is set forth clearly. In. other programs, it may bo helpful to state ons major objectiw, thich probably will determine the character of the whole project. If training for leadership in student activitics abroad is the main purpose, student loadors abroad should ba selected who are close to. undsrgraduats in ag, seeial davelep= ment and acadamic progress, even at the possible expsnss of thoir social usefulness. at home. If ecicational or technical assistance to underdeveloped countries is the 5 chief ain, it is imertant to choses mature graduate studsnts, such as those placed by the Institute of International Eduestion, who will be able to malo a major contribution to economic and cultural developmants in their om countries. Ons ; incidantal objective should be kent in mind, however. Special utdertakings, such - ‘ as the Stanford and NSA Projects, often davelop particularly good programs for i their own foreign students in such areas as oriontation, hospitality and integra- : tion inte the campus commmity, because much tima and monsy are spent on a few : students. Theso special projects can suggest improvements in programs to be \ found on largsr campusss far tho uso of government~sponscred or private foreign 1 students. speener The second stop is to formulate the initial scops of ths program. It may bs wise to make a modoot beginning, since many difficulties will ariss at the out- set, while the administrators are "learning the ropes.” If tha program is success- ful, tho student body will be cager for more Foreign Scholars. But iy prodlens ; loom too large, disiiluidionmont may cndanger the thole projest. In many easde, especially in smaller colloges, it is wied to start with om or tro Scholars for the first year. In tho NSA Project, such a limitation is automitic. : Tho third step is to organise the camittes administoring tho prograa. Tho key question to be decided is tho method of appointing aduinistrators. At Stan=- ford, the system of appointment vy the preceding Co-Chairnen, after a saries of . try-outs, has produced capable administrators. Elsewhere a more damecratic systen of soloction, or oma in: ‘Mhich the studant goverment maintains more active control, may 66 preferred.
