(U) UnlawfuI Flight to Avoid Prosecution [UFAP] - ParentaI Kidnapping
4.2.9.1.
(U) General Procedures
(U) For a case in which parental rights have not been terminated, the FBI may initiate a UFAP
investigation (88D classification) only if a state felony criminal charge has been filed against the
offending parent for taking his or her child across state lines and when a federal UFAP charge
has been authorized.

4.2.9.2.
(U) Reporting Requirements
(U) The case agent must prepare an ED-65 "Fugitive Form Letter" upon obtaining a UFAP
warrant, and the NCIC entry must be made within 24 hours of opening the investigation..
(U) CACHTU must be advised of the opening of the 88D predicated investigation, via an
FD-70s..Kidnannine.Offense Repxor. kom.. within 15 calendar days of the opening.
(U) FOs must advise CACHTU, via FD-705.*Kldnapuing Offense Keport Formtsl.. within 15
calendar days of the closing of all 88D predicated investigations, after submitting closing ECs
containing summaries of the investigations.

4.3.1.
(U) Production of Child Sexual Abuse Material
(U) CSAM investigations typically involve child sexual exploitation through high-technology
services
(U//FOUO) The production of CSAM is indicative of ongoing sexual victimization and therefore.
places its victims in imminent and continuous danger. Because the creation of CSAM establishes.
a permanent record of this abuse, CSAM cases offer important opportunities to identify the.
victims depicted. Accordingly, FOs must take every logical investigative step to identify and
recover the victims appearing in the visual depictions, even if the CSAM producers cannot be
identified.

(U) Sextortion
(U) Sextortion is a criminal act and a form of sexual exploitation. Sextortion occurs when an.
adult, through threat or manipulation, coerces a minor into producing a sexually explicit visual.

(U) Sextortion can occur through:
(U) Threatening to harm the victim's family or friends unless the victim complies with
demands.
(U) Hacking the victim's device to gain access to, or assume control of, the device's
camera to obtain visual depictions.

or she is not through false identities or fake profiles.
