COMPLAINT FOR INJUNCTIVE RELIEF
Plaintiff, ATTORNEy GENERAL of the United States of
America ("ATTORNEy GENERAL") alleges that:
1. Defendant, WILLIAM A. (BILLY) CARTER, III, has
engaged, is engaged, and is about to engage in acts and
practices which constitute and will constitute violations of.
Section 2(a) of the Foreign Agents Registration Act of 1938,.
("Registration Act"), as amended, 22 u.s.c. 612(a),and Rules.
200 and 20l, thereunder, 28 C.F.R. 5.200 and 5.20l, respectively.
2. Pursuant to the authority granted to him by
Section 10 of the Registration Act, 22 U.s.c. 62o, the
ATTORNEY GENERAL promulgated Rules 200 and 20l, 28 C.F.R.
5.200 and 5.20l, respectively. Said Rules are now in effect
and were in effect at all times relevant to the activities
set forth in this complaint.
