Police Department, contacts with credit reporting agencies.. in, Los Angeles. and contacts with the Beverly Hilis,, California Police Department, and the various divisions of these police departments,. failed. to disclose that a burglary or robbery had been reported concerning the certificates in question. .On thse same dates. the Los Angeles Office. advised efforts. to locate alleged'legal owner of' the .certificates' in, question,, have, been.negative.. On: May 24, 1971, sthe Houston Orfice advised. that information received from. Fist b7C Trust. Company of Houston. Te*as. reflected that the last. address they had for was Beverly Hiils, California.. On July 30, 197i. this matter was discussed with.. Departmental Attorney. 'Los,Angeles. Strike Force, at which time he.advised that he thought the facts .in this' case. as they 'concerned REsnick merited prosecutive action and wouid consider presenting the. matter to a Federal Grand Jury.as soon as' the facts in this case were fully developed. 9*
