Dear Mr. Hoover:
On September 27th, in Cedar Rapids, I am having a District-wide
conference on Crime and Law Enforcement. I am inviting police
chiefs, correction officials, youth workers, mayors, and vari-
ous community leaders to spend a day considering the principal
problems of crime.
I The opening panel will be concerned with a profile of crime,
seeking to identify and understand the meaning of rising crime
statistics. It would be most helpful if an official from the
FBI could participate in this panel and be present for other
discussions during the day which will include juvenile delin-
quency and youth crime and police-community relations.
Since the FBr is the agency with the longest record of experi-
ence in the federal government and with an important role to
play, I would be most grateful if you could authorize such a
person to be present.
My office will be pleased to furnish fuller details on the con-
ference, and I will appreciate hearing from your office at your
earliest convenience so that plans can be completed..
