Dear Mr. Duffin:
The President of the African National Congress (Anc), Mr. Nelson
Mandela, visited Houston, Texas, between the period of December 7,
through December 9, l99l. During a prior visit to the United States
in the summer of 1990, thousands of people in several cities turned
out to see Mr. Mandela. His presence then resulted in numerous
threats against him and demonstrations. However, contrary to the
prior visit, there were few problems or incidents and a marked
decrease in public and media interest.
I sincerely wish to express my personal gratitude and the gratitude
of the Department of State for the assistance rendered by your
ofice which resulted in a highly successful visit.
Specifically, I would like to commend
and
