Jewish Hospital accepted NSF funds as a subcontractor for a computer data collection study conducted by Dr. Patrick in the hospital's cardiac care unit. The hospital was fully aware that Dr. Patrick's only legitimate purpose for being in the hospital was for the data collection project. was a participant in the NSF study and the Patrick of a b6 research paper funded by this NSF grant. Therefore,. was fully aware b7C that Dr. Patrick's actual activities in the hospital were limited to data collection for. the engineering grant. Dr. Heimlich, who by then had been working with Dr. Patrick for a number of years. on what became known as the Heimlich maneuver, was similarly aware of Dr. Patrick's actual activities in Jewish Hospital since Dr. Heimlich helped arrange Dr. Patrick's NSF grant project at the hospital. 3. Dr. Edward A. Patrick may have been illegally handling patients in Jewish Hospital in 1975 and 1976. Dr. Patrick has published a case description in which he admits having handled a paralyzed stroke victim in the hospital. If Dr. Patrick caused bodlly harm or death to patients, the fabricated residency may have been an attempt to cover-up the matter. 4. Dr. Edward A. Patrick submitted false documents, including a sworn affidavit, in his 1976 application for a medical license to the State Medical Board of Ohio. Along. with the false Jewish Hospital residency, which he has claimed on six state medical license applications, which are sworn documents, he has claimed a variety of other false medlcal residencies. 5. The Health Alliance of Cincinnati, the parent organization of Jewish Hospital, was made aware of these issues on August 28, 2002, and apparently has refused to take any action or to report what may be criminal activities to law enforcement authorities.Upon being notified of these concerns, b6 moved Dr. Patrick's file from Jewish Hospital to the b7C offices of the Health Alliance where it is being kept under keypad security.. Please find attached a letter to dated September 18, 2003 outlining these b6 concerns.On September 19,2003 replied to my letter and advised he b7C had hired s private investigator to locate me. 6. Over the years, these matters have been repeatedly brought to the attention of the. State Medical Board of Ohio by multiple partles and the board has failed to take action. The Executive Director of the State Medical Board of Ohio, Thomas A. Dilling, has repeatedly ignored complaints on these and related matters. These matters were also brought to the attention of Assistant Ohio b6 Attorney General, who has similarly failed to take action.
