In accordance with Title 28, Code of Federal Regulations, Part 17.65, I am report- ing this possible compromise of classified material to you and, by a copy of this memorandum, to the Chairman of the Department Review Committee. Since Sensitive Compartmented Information originating with the National Seeurity Agency may become subject to disclosure, you may desire to consult with that Agency regarding necessary clearance procedures. Also, you may desire to afford former Special Agent Kearney and his counsel, Hubert J, Santos, clearance for access to information classified by this Department and to secure their agree- ment to abide by the Department's regulations cone acceas to, security of and disclosure of classified information.
