The purpose of such review is to determine whether or not there exist symbol numbers assigned to surreptitious entries which have not yet been brought to the attention of Headquarters and the Department. On 7/20/76, Legal Counsel recommended that a copy of the communication being sent to the field be approved in advance by Mr. Gardner.
