a The jurisdiction of this Court is invoked under the provisions of Section 240(a) of the Judicial Code, arc anended. The Court of Appeals has diction because in its view the public interest required imiediate determina- tion of the issues presented. I shall endeavor to present to the Court the facts involved and shall describe the national emergency which existed by reason of the defendants? conduct. I shall also state the basic grounds on which the Government's position is predicated. lr.
