Mr. Clegg called and advised that U.S.A. Teron Lawarr.
A Caudle, being considered as a possible successor to Judge Webb when
he dies, was tn receipt of a letter from Asst. A-@ Wendell Berge.
Attached to the letter from Berge was a memorandum to Mr. Berge atgned
° by Mr, Hoover, potnting out that tn some kinds of casez for example,
Selective Service, Judge Webb imposes sentences that are all out of
keeping with the sertousness of the offense. Rg wag too light, atld
mannered, etc, and assumes a grandfatherlyL' "EF ooBbroe had sent
tt down with the request that Caudle make any observations and comment
which appeared appropriate.
Mr. Clegg ran into Caudle when he, Caudle, was on hia
way over to see Judge Webb to show htm the letter from Mr. Hoover.
Mr. Clegg requested that he not do it tnasmuch as {tt was Judge
Webb's business to give out sentences in Selective Serutee cases and
tt would make any Agent who had to appear before Judge Webb in the
future very unhappy as to what Judge Webb would probably say.
Mr. Clegg advised he felt the memorandum should have been
sent to the Admintatrative Office of the Supreme Court where tt could
have been summarized and gtven to the Judge, and at the nert conference
of Judges in that territory the prestding Judge could have a general
discourse upon the tmposition of sentences, and not mentton the FEI
complaint,
