doing nothing more than it should with respect to wiretapping and
perhaps not as much as we should be doing.
| _ fn voiced doubt that Kennedy would agree
to any such briefing. However, he was obviously aware that
if he refuses such a briefing, the Attorney General and Director
of the FBI can publicly note that Kennedy on the one hand insinuates
impropriety by the Government in its wiretapping activity, but
on the other hand rejects an opportunity to get all the facts first
hand in 2 manner designed to both protect the national security
interests and to dispell any doubts the Senators or the public might
have regarding wiretapping by the FBI.
Mr. Wilderotter will be in contact with the Bureau
re ding Mr. Rakestraw's efforts. Since I will not be here after
10/4/74, Congressional Services Office should follow the matter
with Mr. Rakestraw.
' ACTION:
That Congressional Services Office maintain contact
with Assistant Attorney General Rakestraw to determine if a private |
‘priefing can be arranged for Senators Kennedy, Muskie, and Ervin,
as described herein.
