Smith to Wannall memo 10/1/74, captioned as above,
reported that Mr. James Wilderotter, Associate Deputy Attorney
General, would recontact the Attorney General concerning a proposal
that we attempt once again to brief Senators Kennedy, Muskie and
Ervin, without members of their staff present, concerning electronic
surveillances. This briefing would be completely candid, with nothing
held back if the Senators agree not to make a record of or publicize
what they are told or shown.

On 10/3/74 Mr. Wilderotter advised that he has contacted
the Attorney General, who has approved making another effort to conduct
the briefing. He said also that Assistant Attorney General Vincent
Rakestraw has obtained clearance for the briefing from Senator James O.
Eastland. Wilderotter said that Rakestraw will now try to arrange the
briefing by contacting the three Senators.

I suggested that Rakestraw contact the Senators personally’
rather than try to make arrangements through the Senators’ staffs,
since the staff members will obviously not feel inclined to be cooperative. ©

I told Wilderotter that I mentioned the matter of such a
briefing t one of Senator Remedy’ s aides, during a
luncheon conversation 10/2/74, an oiced opinion that Kennedy eo
would not be receptive to such a proposal. bok that Kennedy -
should give a lot of thought to the matter since after such a complete,
unvarnished briefing he would be in position to lay the wiretap myth t 0
rest by appearing before the Senate and the American people and stating
positively that he has personally examined what the FBI is doing with
respect to electronic surveillance and he is satisfied that the FBI is
