fo recommend a course of action in responding to the request
received today from the Honorable Seth W. Richardson, Chairman of the
Ioyalty Review Board, for information from the Bureau regarding the
eases identified by Semtor Joseph R. McCarthy before the Tydings Subcomittes
BACKGROUND:
“ Wr. Richardson, by letter dated April 5, 1950, pointed out that the
Presidant has requested the Loyalty Review Board to review such cases as have
been identified before the Tydings Subcommittee. Mr. Richardson states he has
been endeavoring to secure an authentic list of euch cases and encloses a list
that he has been able to make up. He pointa out that the President afai for
inclusion, within the record for review, of all material available to the FEI.
Be observes some of the mrsons on the List have gone through the Loyalty
Program and that a pertinent FBI report ns been made concerning then; that wi
reference to such individuals he would like to have any additional or supple-
wental mterial which the Bureau my have regarding then.
Mr. Richardson further cbserves that with reference to the other
panes on the list he wuld like to have anything by way of material relevant
to questions of loyalty which the Bureau can furnish hin, You noted « on Mr. .

Earlier today you were furnished with a numerical vcarthe of our
investigative position on all the casee mentioned Senator McCarth
Attached is a copy of wy memorandum dated April 6, 1950, furnishing you with
this tabulation.
With respect to the Gpocupreted ful) field investigations, it is
suggested Mr. Richardson be sed of the date on which reporte in these cases
were sent to the Civil Service ‘Comission and the caption under which they.
were sent, since in aome instances the investigations were conducted for agencies
other than the State Department. We will also advise kr. Richardson that
we are checking our files and will furnish him as soon as possible with any
_ additional pertinent information the Bureau has received since the completion
sof these investigations,
