Richmond, Va. Vehicle was repossessed on 8/8/02 & towed by Allstate
Towing. Crim. History negative o
returned to on 9/6/02, wit oth plates were on the be
car at that time. Note: Check with as to validity of plates on b 7
the car. Examine possibility that subject(s) map work for this tow agency bID
and have full access to all types of vehicles/plates?
4) Lapp. 9:40 A.M): Witness was on the way to S. Carolina a
short time after this shooting. She had no idea that a shooting had occurred
as she drove on I-95 South. The witness viewed a white Dodge Caravan
traveling at a high rate of speed. Note: It was raining hard but witness
viewed the van as NOT being wet and appeared extremely clean. The
_van was making rapid lane changes. The operator, described as a white .
male, app. 30-35 YOA, 155-160 lbs., with short brown hair and clean
shaven. The operator continued to stare at the witness and her daughter.
VAN INFORMATION: A window directly behind the driver’s
window had the word ‘Rainbow’ in capital letters on it. There were no.
doors on the left side, but witness could not say whether the right side did.
Investigative Note: A composite image was drawn up after the follow-up.
, [app 9:30 A.M.): Source’s girlfriend works at Capital One
nearby the Exxon shooting scene. She viewed a blue Chevrolet
Suburban truck leaving the shoulder in a hurry, almost hitting her car.
She also noticed the back window in the Suburban going up. This area
where the truck came from, is normally one used by tractor trailers. It
_ appeared the plate was from Virginia.
Investigative note: Efforts were made to reach to __
for a follow-up, but telephone number listed is not deemed to bea
working number. Possibly check with female’s work place (Capital
One).

6D pp. 9:50 A.M.); Witness viewed white Ford panel truck b6
with Virginia registratio traveling west on Rt. 3. This bIC
area is in close proximity to the shooting scene. Sent to investigators bID
for a lead assignment.
8) L____}P rior to shooting): Source said he pulled into the Exxon lot
that morning and viewed a black male (App. 5’5”), wearing jeans
and a dark shirt. The subject stood in the grass watching all traffic,
and had a dark bag on the ground near him. The unknown man was
seen near a van or truck, but unsure whether he owned it or not.
