thich quoted renarks nade by Roy Wilkins, Erecutive Secretary
of the NAACP, regarding the progress made in integration.
Wilkins cited the desperate efforts made to hait desegregatio
and listed four outstanding events which he offered as proof
that progress was being made.

12-26-56 under the heading, "Filibuster," stated that Roy
Wilkins, Executive Secretary of the NAACP, had telegraphed
Senators friendly to an anti-filibuster proposal made by
Senator Lyndon B. Johnson, that Johnaon's proposal “is a
technique “for killing the efforts to change Senate rules.”
Wilkins eaid in his telegram the NAACP supported the stand
of Senators Paul Douglas and Irving Ives that unless a work-
able rule was adopted on Jan. 3, no civil rights measures
