WHITE stated that ELSENHOW:R is an unwilling prisoner
of his own csbinct, his party and Congress, and, if the
President hes foiled to do more on the Negro question,
it is beecsuse he "has been so absorbed with war and
forcign problems."

In addition to surrendering to the Eisenhower
a.dministretion on the Negro question, WALTER WHITE'S
address included an orgy of Red-baiting and eanti-Sommunist
slender that is rare even for these times. According to
the suthor, WHITE falsely proclaimed that war and
Communism arc the two rietors which plague the modern
world. WHITL ststed, "we don't want the Communists
running our affairs."
In eddition, the article depicted that at no
time did the convention approve of Mr. WHITE'S pro-
Eisenhower speech, and it wes the opinion of many
observers thet a majority of the delepitcs were definitely
