subject is not dangerous or a real threat and believe he
heeds psychiatric care. Local law enforcerient officials in
New Jersey have advised there is no way within New Jexsey
State laws whereby Livezly can be committed to an institution
by them,
This subject bas admitted writing five extremely
obstene communications. He is not known to he mentally ine
‘capacitated and, as a matter of fact, his enployer's physician
states he is absolutely responsible for his actions, I would
appear Livezly has the definite potential, as evidenced by —
his past perverted actions, of committing sexual crimes.
Accordingly, I would appreciate your comments in connection
with this matter in view of the apparent nedd for affirmative
notion and the nature of the threats against the President. and
others,

This concerns the receipt by the Director on 9/13/67
of highly threateing and obscene letters from subject Livezly,
Subsequently, letters were determined to have been written by
subject to the President, Mrs, Johnson and John Cardinal Krol,
Investigation identified subject as writer who had signed letters
with fellow employees names, Newark, U, S, Attorney's Office
declined to prosecute, we have discussed this matter with the
Department, and are now going on record with the Attorney
General protesting the failure of U, S, Attorney, Newark to
- vigorously prosecute, Secret Service dissemination being
