On September 15, 1967, DOMINICK TATTUSO, Assistant
Prosecutor, Gloucester County, Woodbury, New Jersey, advised
subject is known to him very casually as an eccentric who
‘resides in that community, TATTUSO stated subject has never
been arrested in Gloucester County and has not violated any
‘local law, and therefore, no steps can be taken on that’
basis to commit him for mental treatment or examination,
TATTIUSO advised that the mailing of extortion letters, which
is a Federal violation, with their destination outside of
_ the State of New Jersey, would not have violated any local
law in Gloucester County, even if mailed within the county,
It is his opinion that as the subject has no close relatives,
the only way he could be committed would be if he voluntarily
signed himself into an institution, If this were done he
could sign himself out of the institution at any time,

examined for a mental disorder to determine their competence
