Agents anderson and Marshall will rent an automobile at Little Rock,
arhansas, for their work in that territory, inasmuch as it would be
extremely aifficult for them to travel without their movements being
checked if ‘they used other means of transportation. The question of
@ contact with the confidential {nformant(Informant A)jat Hot Springs,
Arkansas, was discussed in detail. It appears that Agent anderson
has known this informant for several years, having worked with him
at the time that Agent anderson was a resident azent at Little Rock,
Arkanses. Agent in Charge Colvin advised that it appeared possible
for Agent Anderson to continue the negotiations with this informant,
which had been begun by Agent Colvin. In order that there might be
& proper introduction into the subject matter, Mr. Colvin called the
inforieant on long distance telephone from this office. He advised
him that Agent anderson would see him during the latter part of thia
week. Ata later date, if it is found that agent anderson cannot
continue the negotiations, proper steps will be taken to have Mr. Col~
vin again proceed to Hot Springs, arkansas.

During the discussion of this case at the conference
and during my recent visit to Washington, D.C,, at the conference
of Special agente in Charge, I have observed that Division offices
apparently are in possession of information regarding this case,
which have never been furnished the Kansas City office. It oc-
curs to me that letters may have been directed to the Division by
Field offices, and that copies have never been furnished the
Kansas City office. In addition, it is apparent that memorande have
been submitted at Field offices, copies of which have never been
furnished the Kansas City office of the Division. I consider it
