It appears thet during the early part of Sep ember
_ about more before my arrival in Kansas City,
L76 : Was engaged in conversation with Chief Higgina.
7 ey were discussing the Union Station Massacre. Higgins mide a remark
substantially as follows: “When all of this stuff ie cleared away, I
have something in my safe that will open everyone's eyes." The conver-
sation appears to have been interrupted. Two or three days later,
while again in conversation with Chief Higgins, recalled his
remarks two or three days previcue and asked him whether the converse-
tion pertained to the Union Station Massacre, at the same time mentioning
something which might have been in Chisf Higgins’ safe. Chief Higgins
replied substantially: "Yes, and it ia mighty good."
—_ has given us this information in the strictest
confidence, in order that s office might be fully advised regarding this
case, It would, under any circumstances, be inappropriate to quote his in-
formation outside thie office, or to approach Chief Higgins regarding same.
It hee further been disclosed chet almost deily calls at the Kan-
ges City Police Department in connection with hie professional activities
He has informed this office that during the past three
or four daye, Chief Higgins is apparently taking an active interest in the
development of information and evidence regarding the Union Station Massa-
cre, In regard thereto, Chief Higgins advised * to rest easy, and I
will work it out."
It may be noted that Chief Higgins himself has ap-
parently been personally friendly towards the members of this Division.
It is quite possible, that he is awaiting some change in the edministra-
tion before turning over or making public information and evidence regard-
ing thia case. You may be assured that I will follow this matter as close-
ly as possible, and that in the event there is any possible opening, I will
endeavor to secure any information or evidence which may be in the hands
of the Kansas City Police Department.
I realize that the above information may not have a
very great significance, however, I do believe that you should be fully
informed regarding the information which I have received, and the imprea-
sions which I have reached, and, am accordingly tranamitting to you this
letter in order that you may be fully informed.
