Dear Sir:
The Bureau is advised that Mr. FRANK COLEMAN of the Departuen
tacted me at Springfield, Illinois, on August 11, 1943. He had wery little b
additional information te effer in eanneoction with instant investimtion, but 2
those pointe which he did exphasize will be discussed later in this ecmmi-
cation.
In eomection with this investigetion Mr. COLEMAN pointed out thas
b3 probably some friction exists between the Secretary of the Treasury and the
Attorney General because of this investigation. According to Mr. COLEME,

instead of the report being referred to the General Counsel for the Treasury
Departnent, the report was sent direct to the President by the Secretary ef
the Treasury. later it was determined that the mtter should be referred to
the Department for an opinion and the facts were taken up with the President
by the Attorney General and the President desired that instant investi gation
be mde. Mr. COLEMAN is of the opinion that some effort might be mde te
build up and publicise a possible feud between Secretary of the Treasury
Morgenthav and Attorney General Biddle similar to the Jones-Wallace affair,
Mr. COLEMAN indicated that the facts in this case might be presented
to a Federal Grand Jury in either Washington, D. C. or Springfield, Illinois,
about October 1, 1945, but he did not mike any specific request that this
investigation be completed by that date.
