Tt ig noted in your wire of the fourteenth that FRAPON listed the
47 documents using the numbers placed on them in Beibimore with the aetation
alongside each document "No Watermark”. For the information of the Wew York
. Offices there are. portions of government watermarks appearing on Baltimore
exhibits nUEb er . 3 (Q3) and number. 10 (Q@5). .
the wire also. states. that "tal ongaide each numbered. 1 through 16
- Re placed an 'S' with the ex¢eptien of mumber 9, alongside which he placed
a 'D' and number. 10 an tem! ", Baltimore extibits numbered 1 through 4,
which carry this Bureau's numbers Ql through 94, are handwritten whereas
the rest of the decuments are typewritten therefore FEARON may have been
referring to the pape. The symbel, "8" might stand fer the word “siinilar™.
However, Baltimore exhibits number 1 through number 4 are of differant
Siges than the remainder of the decuments.. Ag mentioned above Baltimore
. exhibits number 3 (Q3) and number 10 (Q5) are bond papera with parts of
government watermarks showing, while Baltimere exhibita mmber 5 (Q69),
mumber 6 (Q7), number 7 (Q8), number 3 (9 through Q21) and number 12
. through number 16 are thin whites. Baltimore number 11 corresponds to
this Bureau's numbers Q23 through 426, number 12 with Q27, Q2%, 429,
number 13 with Q31, number 14 with Q30, number 15 with Q6 and mumber 16
with Q32. Baltimore exhibit number 9 (Q22) is also a bond paper bet hae
no watermark. —
The ay - en" used by FEAROM in referring to Baltimore exhibits
number 9 (Q22), and mmber 10 (935) probably means "different paper® and
"elite machine" respectively.
It is possible that the ®dash” FEAKON uses with reference to
Baltimore exhibits 17 through 47 denotes these documents typed by one
* machine.

it is. believed that. the "Black circle" is actually a transperent space
in cireular form on the ground glage of the camera and in document phote-
